Issue Cycle Classifier — Structured Full/Slot Verdict + Review Level
Objective: Score one issue for execution mode AND review depth: prescreen:v4 excludes only on hard-block labels or open deps, and makes a risk/deploy keyword, plan:v1 risk-floor path or >8 plan:v1 files a candidate with review=full; candidates get a bounded mechanical-tier E.2/E.3 pass (rules 1, 4, 5 and 6 and a broad test scope raise review, never force full), one mid-tier escalation when uncertain, and a phase=classify verdict carrying review
