Batch Integrate — Verify N Members Once, Repair What Is Yours, Escalate What Is Not
Objective: Merge a batch's members onto its integration branch, run the batch gate (gate.batch when declared) once, repair mechanical failures, escalate semantic ones, never evict on an unreliable signal, run an interaction-only review when every member passed a full-tier review (else the full set plus the risk-floor review), push fixes before ONE foreground gate, refuse to ship unreviewed members, release claims, ship one PR
